One of the architects of the local authorities' package of pay and conditions which was overwhelmingly rejected by teachers has admitted that the pound;200 million deal was underfunded. But Keir Bloomer, resident of the Association of Directors of Education, in evidence to the McCrone committee of inquiry, says that "rejection of the offer in no way diminishes the case for radical change".
