Filey secondary in North Yorkshire was one of more than 450 schools and colleges to be commended for their excellent work this week in the first annual report from the chief inspector David Bell. But Mr Bell warned that nearly all schools suffered from the behaviour of a few offensive pupils, and that many faced debilitating problems with teacher recruitment.
