Now that all the unions have completed their Green Paper responses, the National Association of Schoolmasters Union of Women Teachers hopes as many as possible will get together to identify common elements, which are more substantial than some would believe. There is complete unanimity in opposing "payment by results". Only time will tell whether one clear voice will indeed make it harder for the Government to ignore.
