For or against local councils?

If Birmingham city councillor Les Lawrence's biggest ambition in his new Local Government Association position is for central government to recognise the importance of local councils in delivering education (TES, May 12), why is he promoting the replacement of seven Birmingham schools by academies, taking them out of the local authority and handing them over to private sponsors to run?
