IT APPEARS the Government's literacy strategy isn't quite reaching all parts. When Rutland was asked to the name of its literacy consultant, there was a surprising answer. "I don't think we have one of those, we're very small you see. What would they do?" For the record, Rutland came top of last year's primary-school league table.
