"What works best for young people" has guided our development of the 14-19 learning pathways programme in Wales. This partnership is led by the Assembly government but driven by those implementing it - practitioners and young people themselves.

The idea is to meet the needs of every learner through an individual pathway, wider choice and a learning core. Alongside this is the support available, including learning coaches, personal support for learners who may have difficulties, and careers advice.

To ensure all learners benefit, one of the first measures under the new legislative powers for Wales will underpin entitlement.

The Department for Children, Education, Lifelong Learning and Skills remains fully committed to this programme, and is backing it with resources of pound;32.5 million per year on top of the 14-19 funding.

We, our stakeholders and practitioners know the learning pathways will lead to profound change - and it is already under way.

Dennis Gunning, Acting director for the Department for Children, Education, Lifelong Learning and Skills.
