Peter Upton, principal of Tavistock Specialist Language College, Devon, will become chief executive of the Technology Colleges Trust in January, upon the retirement of Kathleen Lund.

David Stevenson, chairman of Unilever International, has taken over as non-executive chairman of careers guidance and lifelong learning service, Learning Partnership West.

Professor Tim Newburn, head of crime, justice and youth studies, Policy Studies Institute, has been appointed to the Joseph Rowntree Foundation chair in urban social policy at Goldsmiths from December 1.
