Quality question

The reward for the first participant at the Edinburgh conference to mention money goes, not to the Education Minister of course, but to Bill Ball, a local primary head. Noting the conference title of "Quality in Education - From Vision to Reality," Ball told the audience: "Reimburse us by the Pounds 5,000-Pounds 6,000 removed from the school's budget over the past two years. That would help me move from vision to reality."
