(Photograph) - A highly complimentary Office for Standards in Education report on Kensington and Chelsea education authority prompted local MP Michael Portillo to invite the media to Bousfield primary to celebrate - with ice creams all round. But Graham Lane, Labour education cair of the Local Government Association, was less than impressed by the event. "MPs have very little to do with the administration of a local authority.
