Manufacturers have criticised plans to hand control of skills planning to the regional development agencies

Lee Hopley, of the manufacturers' body EEF, said: "There is already too much complexity . Floating ideas for another reorganisation before the new Skills Funding Agency has even been set up needs full and proper consultation."
