One in four local authorities is failing to make good progress in implementing reforms to the 14-19 curriculum, says Ofsted. Pupils' options need to be made clearer, especially for those interested in vocational courses, a report said this week. There was evidence that some schools were advising pupils to do A-levels when vocational courses would better suit their needs. Inspectors visited 16 local authorities between April 2007 and March 2008. Overall progress was satisfactory in all but one.
