It's not just the railway network that goes off the rails when assailed by slippery leaves or wintry snow.

The douce world of local government administration doesn't escape either. A report to last Friday's meeting of Aberdeen's education committee explained why a report was late: "Difficulty getting report signed and submitted on time due to bad weather."

The report, as it happened, was on roll capping in schools. Bad weather - that's one way of capping rolls.
