HOW serious are SHA members about the 14 to 19 agenda? John Harwood, chief of the Learning and Skills Council, was left wondering this as the hall began to empty as he spoke. He revealed that a reaction to one of his previous speeches was: "If I had an hour left on earth then I would want to spend it listening to a speech by John Harwood... because he would make it seem like a lifetime."
