Swansong from Elwa

The funding agency for post-16 education in Wales has published its final business plan. Elwa, which is due to merge with the Assembly government's education department next spring, set out proposals for pound;1.75 billion spending on improving the skills of adults and young people. It expects this year to support 232,000 FE college students.
