Targets for targets' sake

Ofsted held a mini-inspection of the history department at the school where I am a governor, last week.

The inspector, who was, I'm glad to say, a history specialist, verbally reported that the department was exceptional and had no areas for improvement at all. However, on his return to headquarters, he was obliged to recommend a minimum of two targets for the department to pursue.

Whatever will this ridiculous system come up with next?
