Three ways of looking at rubbish

Chief inspector Chris Woodhead says, in relation to discrepancies between primary schools' performance in the recently-published tables and their inspection reports, "Either OFSTED is rubbish or performance tables are rubbish" (TES, March 28). There is a third poss-ibility.
