Tories kept in the dark

Scottish Tories say they have been denied access to the complete list of Government circulars and guidelines for education authorities. Brian Monteith, the party's education spokesman, has complained to Nicol Stephen, Deputy Education Minister, that his department's attitude has been "puzzling, frustrating and irritating", given that all authorities will have a list of the circulars to which they are required to adhere.
