Victory toast for Welsh

11th April 2003 at 01:00
TOAST, cereal and fruit will be offered at primary schools in Wales if Labour wins the Welsh Assembly elections on May 1. Breakfast will be available to all children, rather than just those entitled to free school meals, in order to avoid attaching any stigma to the service. The breakfast scheme is part of Labour's welfare-to-work policy.
