Voucher pep talk

The Education Minister praised the pilot pre-school voucher scheme in Argyll when he visited three centres in Lochgilphead and Ardrishaig this week. Raymond Robertson said 71 out of 87 first-term payments to the private and voluntary centres had already been made, giving the lie to charges that the scheme is bureaucratic.
