Welsh councils in special measures

The education services of two more councils in Wales, Merthyr Tydfil and Monmouthshire, have been placed in special measures after being judged unsatisfactory by inspectorate Estyn. Merthyr Tydfil is to lose control of its education services. Education minister Leighton Andrews said his preferred option is a merger with Rhondda Cynon Taf.
