What the inspectors found

* 20 per cent of courses were very good, 50 per cent had more strengths than weaknesses (good), 30 per cent showed important weaknesses (fair) or were unsatisfactory.

* Standards of class work were very good in 5 per cent of departments and good in 70 per cent, but 25 per cent required significant improvement.

* Only 5 per cent of departments had more than 90 per cent of pupils at the right level of attainment, 50 per cent were doing so with more than three-quarters of pupils, 45 per cent succeeded with only the majority or fewer than half (15-50 per cent).

* Teaching which had important weaknesses was three times as common in S1-S2 as in S3-S6.

* Half of departments showed important weaknesses in meeting pupil needs.

In S3-S4 * Quality of class work was very good in 10 per cent of departments, good in 70 per cent and fair in 20 per cent.

* English departments' performance, judged against national averages and the performance of other departments in the same school, was very good in 10 per cent, good in 55 per cent and fair in 35 per cent.

* 25 per cent of departments were only fair in meeting pupils' needs.

In S5-S6 * Standards of class attainment were very good in 10 per cent of departments, good in 70 per cent and fair in 20 per cent.

* Overall quality of attainment, compared with national averages for Higher English and the performance of other departments in the same school, was very good in 10 per cent of cases, good in 50 per cent, fair in 35 per cent and unsatisfactory in 5 per cent.

In general * 20 per cent of courses were very good and 70 per cent were good (S3-S6).

* Quality of learning was very good in 10 per cent of departments, good in 75 per cent and fair in 10 per cent.

Quality of teaching was very good in 15 per cent of departments, good in 75 per cent and fair in 10 per cent.

* Response to pupil needs very good in 10 per cent of departments, good in 60 per cent and poorly met in 30 per cent.

* Assessment as part of teaching was very good in 20 per cent of cases, good in 60 per cent and fair or unsatisfactory in 20 per cent.

* Relationships between staff and pupils and departmental ethos were good in 55 per cent of cases and very good in 40 per cent.

* Accommodation and facilities were good in 70 per cent of departments and very good in 15 per cent.

* Resources were very good in 15 per cent of departments, good in 75 per cent of departments and fair in 10 per cent.

* Deployment of staff to classes according to aptitudes and interests was very good or good in 85 per cent of departments.

* Staff development was good or very good in 65 per cent of departments and fair or unsatisfactory in 35 per cent.
