What price criminal vetting?

I AM ignorant! Why is the cost of criminal vetting being increased? Perhaps the Criminal Records Bureau can enlighten us to as to what is involved in carrying out a check. In these days of databases and the Police National Computer, a restricted access to relevant data can surely be achieved. I cannot see why it should cost pound;12 and take so long to carry out the check.
