Where are the carrots?

"Bring on the sticks and carrots"? The sticks have been in daily use for more than 20 years. The carrot is dangled in front of us from time to time, but we are rarely allowed a nibble. If governments were assessed on their CDRs (Carrot Delivery Rates), they'd be in special measures.
