HOW is it possible for a nursery or infant school teacher to be eligible for the Government's new payment by results?

We are the child's first "formal" educators, continuing the process begun by parents. The children leave us inevitably with a great deal of "value added" but with no formal certificate, no SAT result or GCSE, as proof of performance.

Once again, it seems to me that nursery and infant school teachers are being relegated to the bottom division - after all, "we only play" don't we?
