Winning ways of inspection

I wonder if David Sherlock can explain why (TES, December 9) the Adult Learning Inspectorate, which he heads, can take the credit for rising success on apprenticeships, but is not involved in worsening standards in adult literacy? Good game this inspection lark. If things get better, it shows your effectiveness. If they don't, we plainly need more inspection.
