WITH former chief inspector Chris Woodhead now a minor education player, step forward David Miliband, schools minister, to take his place as the butt of conference gags. At least two speakers referred to the 37-year-old as Harry Potter, while Kate Griffin, SHA president, displayed a slide with him dressed in school uniform, along with his equally youthful fellow minister Stephen Twigg.
