Following the earlier TES article by Dr Dobson, schools minister Charles Clarke, in a House of Commons debate in November, conceded that insufficient priority had been given to the effects of high pupil mobility on schools.

He said Dr Dobson’s research project would provide the basis of any policy changes needed to take account of pupil turnover. His department is to produce guidance later this year designed to ensure that past educational achievement is understood.
