My essay, written in 1993, (in School Inspection, edited by Brighouse and Moon) describes my early reaction to the introduction of the Office for Standards in Education system of inspection, goes on to acknowledge the importance of inspection in our present management for monitoring school performance and hopes for a more sophisticated model of quality assurance in the future. It seeks to be a balanced account of what has been gained and lost as a result of the introduction of the OFSTED system and of one LEA's efforts to reorganise to take account of it.
Hardly a polemic against inspection. The chief inspector doth protest too much, methinks.
