The major unions representing teachers and support staff have written to the chairs of governors at all English primary schools advising them against switching to academy status. Local authorities provide schools with a valuable range of services and a "safety net", according to the unions. Education secretary Michael Gove has said he wants academy status to become the norm for schools.
