VULNERABLE primary pupils are the target of the new Children and Young People’s Unit. Based at the Department for Education and Employment, the unit will oversee a pound;450 million fund to help troubled children out of poverty and disaffection.

The aim s to tackle problems early through mentoring, truancy prevention, out-of-school activities and parenting schemes. It follows research showing that not enough is done to stop children aged 5 to 13 from falling into truancy, crime and drug use.
