Volunteers' plea

The national charity, Community Service Volunteers, wants all parties to endorse four main plans: a citizens' service for 18-24 year-olds to do at least four months volunteering in their community for the equivalent of state benefits plus an extra Pounds 10 a week; citizenship education as a statutory part of the national curriculum, ensuring every pupil does a minimum of 1,000 hours of community service while in full-time education; public agencies required by government to develop volunteer policies; and free police vetting of volunteers.
