The Education Minister announced his plan for “a strategic framework” for FE at the conference (page one). An earlier discussion had shed some light on the nuances of this phrase. Ed Weeple had corrected one principal who suggested Labour’s manifesto contained a commitment to “a strategic authority”. No, no, said Weeple, the reference was to a framework (which is what duly emerged : funny that).
As Weeple helpfully explained, a strategic framework was not the same as a strategic plan.
