Welsh post-16 reforms were delayed a year as plans for qualification for sixth-formers and college students were unveiled in the Welsh Office White Paper Building Excellent Schools Together.

A new certificate, in line with Sir Ron Dearing’s recommendations, would bring together A and AS-levels, general national vocational qualifications and key skills such as communications and numeracy, giving a new certificate for those in school, college or work.

Plans for separate academic and vocational courses are on hold. Talks on the new certificate start in October under the Qualifications and Curriculum Authority for Wales.
