Workforce deal proves struggle

Forty per cent of schools have yet to introduce fully the first phase of the school workforce agreement more than two terms after the deadline, a survey of headteachers has revealed.

Schools were supposed to transfer more than 20 administrative and clerical tasks from teachers to support staff by September 2003 at the latest. But a National Association of Head Teachers’ survey of 1,567 schools, mostly primaries, and conducted in May, shows that 5 per cent had not done so and another 35 per cent were only making progress towards the transfer.
