Mr Taylor, principal physics teacher at Auchmuty High in Glenrothes, has been seconded to Learning and Teaching Scotland with Janette Kean, senior teacher at Linlithgow primary.
He said the project was "ambitious but with potential". It would be addressing a range of issues including teachers' lack of confidence in handling science, their need to be brought up to date on scientific developments, more effective use of ICT and pupils' common misconceptions.
Reforms would be based on the latest research not only about science but also about understanding of the ways in which pupils learn. It would be accompanied by a continuing professional development programme aimed at secondary as well as primary teachers.
While lack of confidence may be a factor for primary teachers, Mr Taylor said, secondary teachers also had to fill gaps in their knowledge as science moves on.
