To monitor, challenge and support school leaders in delivering high quality provision for all pupils within schools and partnerships as allocated, ensuring the Council meets its statutory responsibilities for school standards.
To empower school leaders to deepen accountable partnerships drawing on their collective expertise and combined resources.

The following generic School Effectiveness Partner roles are based on this job profile:
1. Primary – therefore where ‘school’/‘quadrant’ is referred to, this particular expertise of working in the primary sector is required
2. Secondary – therefore where ‘school’/‘quadrant’ is referred to, this particular expertise of working in the secondary sector is required
The above distinction exists for the transition year 2017/18. There is an expectation that given the required training and support all School Effectiveness Partners will develop the necessary expertise to work cross phase from 2018/19
The School Effectiveness Partner will report to the relevant Lead School Effectiveness Partner
This strategic role has a high degree of impact and accountability within the wider context of Education and its transformation. As such, it needs to be able to adapt to change and understand its impact in delivering a service to achieve key priorities and outcomes.
This strategic role will also carry the following responsibilities:
- To be the principle link between the local authority and a number of agreed partnerships/schools contributing to school improvement across a quadrant of Essex
- Consider and recommend further commercial opportunities to develop the traded offer to schools. In addition, promoting and delivering traded services with schools beyond the scope of the core offer and to achieve income generation targets set
- Contribute to a professional team to deliver the Council’s education strategy priorities and undertake a strategic responsibility to be agreed with the Lead or Director of Education.
- To work with schools, teaching schools and other educational providers to identify areas for improvement and identify solutions and to offer advice, guidance and support to schools in all aspects of their work.
- To raise concerns in respect of individual schools with the Lead School Effectiveness Partner without delay.
- To act as the representative of the Director of Education at the appointment of headteachers in LA maintained schools and to support Governors in the appointment process. To support where requested all academy Headteacher appointments and to represent the Director of Education at Ofsted feedback.
- To challenge schools to have safeguarding procedures that ensure that all pupils are safe and that are fully informed by the most recent statutory requirements.
- Intervention and Targeted Support: To provide intensive school improvement support to enable Essex schools that have been identified as underperforming to make rapid improvement .To provide targeted school improvement support programmes for schools that are in Ofsted categories to ensure rapid progress to the being judged good.
- Innovation: To ensure the most effective Essex schools and Teaching schools alliances leading improvement across all Essex schools through the development and sharing of innovative approaches to improving the quality of teaching and learning.
- Monitoring and Evaluation: To contribute to a robust system of monitoring school performance and the outcomes of support and challenge to Essex schools as a key driver in ensuring all Essex schools are good or outstanding to include timely analysis of data
Knowledge, Skills and Experience:
- Qualified Teacher Status (QTS)
- Experience at school senior leadership level preferably Deputy Head Teacher or Head Teacher or senior leadership experience within the LA.
- Continuing professional development and expert knowledge of legislative framework in relevant professional area
- An understanding gained through significant experience in developing solutions to deliver value for money services
- Proven leadership and behavioural skills with the ability to focus on results, forging a strong team from diverse backgrounds to achieve strategic objectives
- Proven communication skills with an ability to influence both strategically and corporately
- Proven track record of using professional expertise to deliver strategic objectives and expected outcomes
- Experience, knowledge and understanding of school practice and management of provision for pupils with the full range of education needs
- Effective experience of partnership and inter agency working, including academy sponsors and Free Schools
- Experience of effective analysis and management of data to support service evaluation and planning
The role requires you to be mobile throughout a wide operational area including travelling around the County of Essex and beyond, transporting service users and their belongings and to be able to do so in an emergency. Driving licence and car or ability to meet the mobility requirements of the role through other means is essential.
