We are looking for a dynamic and creative manager to lead the authority’s Additional Learning Needs Unit through a period of rapid change including the implementation of the Additional Learning Needs and Education Tribunal (Wales) Bill 2018.

We are looking for an experienced manager with a proven track record of innovative practice including project management and managing change.  We expect candidates to have experience of working at a strategic level to influence local authority practice and policy as well as a good grounding in the SEN Code of Practice 2002 and statutory assessment and review processes.  Candidates will need to show an excellent understanding of special educational needs and the provision and interventions to meet those needs.  Knowledge and experience of writing case statements and preparing for Tribunal appeals as well as working within legal contexts as a witness is also desirable.  Applicants will also need to show they are able to manage dynamic and complex inter-relating budgets as well as work with other agencies to agreed outcomes.  A commitment to inclusion and parent/carer partnership is essential as well as ensuring children and young people’s voices are listened to and taken account of in any decisions.

The successful candidate will be leading supportive teams working within an innovative Council that is building integrated ways of working to meet key educational and corporate priorities. You will be responsible to the Head of Vulnerable Learner Service working to the objectives of the unit’s operational plan and the Education Department’s priorities.
