The Permanent Secretary is the Administrative Head of the Department and as such leads the Department in the discharge of its primary statutory duty which is to promote the education of the population and to ensure the effective implementation of education policy. In addition, the Permanent Secretary is responsible for providing policy advice to the Minister. The Department's main areas of responsibility include early years, primary, post-primary and special education and the youth service.
The Department also has responsibility for the Education and Training Inspectorate, the children and young people's strategy and the childcare strategy.

The Permanent Secretary is the Accounting Officer for the Department and in fulfilling that role must ensure that resources are managed properly and that appropriate governance and financial controls are in place and operating satisfactorily.
