Principal of the Isle of Man College of Further and Higher Education

We are seeking to appoint an inspirational leader to lead the Isle of Man College of Further and Higher Education and ensure its successful establishment as a University College.

The successful candidate will be a suitably qualified and highly experienced senior leader with strong strategic planning and change management skills, a successful track record in the delivery of Higher Education and Further and/or Vocational Education and in working in partnership with stakeholders, including other educational institutions and employers. 

The Isle of Man is an internally self-governing dependent territory of the Crown, which is not part of the United Kingdom.  Tynwald, the Island’s Parliament, makes its own laws and oversees all internal administration, fiscal and social policies. Personal taxation and domestic rates in the Isle of Man are considerably lower than in the United Kingdom. The education system of the Island is totally funded by Tynwald, and is organised through the Isle of Man Department of Education and Children. There are no controls by the UK Department for Education, UK Government or UK Funding Bodies.

The Isle of Man College of Further and Higher Education is non-incorporated and responsible to, and has funding delegated by, the Isle of Man Department of Education and Children, part of the Isle of Man Government. It provides quality HE, FE, vocational and non-vocational education and training courses reflecting the needs of local commerce, industry and the Island community. This vacancy arises at a very exciting time in the development of Higher Education on the Isle of Man.

About University College Isle of Man

THE ISLAND EDUCATION SYSTEM

The education system of the Isle of Man is totally funded by the Island’s Parliament, Tynwald, and is organised through the Isle of Man Department of Education & Children. There are no controls by the UK Government or UK Funding Bodies.

The Department of Education & Children is the third largest Department of Government and is responsible for 33 primary schools and 5 (11-18) secondary schools. The Isle of Man College of Further & Higher Education provides nearly all further and higher education courses being offered on the Island.
The Manx National Curriculum is loosely based on that for England and Wales, but with less prescription. The examinations at 16 are largely GCSE examinations and Island students attain good results. This year about 225 (years 10 and 11) pupils will undertake at least a half-day of vocational education each week at the Isle of Man College of Further & Higher Education.

The five secondary schools and the College operate under a system of Delegated Financial Management with revenue funding based traditionally on a formula related to student numbers.

Within the last 2 years the Isle of Man International Business School was merged into the College under the newly re-titled Isle of Man College of Further & Higher Education. At the same time a newly formed Governing Body for the College was appointed. The College is not incorporated but is advised by the Governing Body.

The Island’s Control of Employment legislation means that any person who is not an Isle of Man Worker requires a work permit to be applied for and issued before taking up any employment or self-employment on the Island.
