Procurement Manager

The Role:

We’re looking for a motivated and forward‑thinking Procurement Manager who wants to make a real impact across a large and diverse organisation. Key Responsibilities:

• Support the Head of Procurement in reviewing and improving procurement systems, contributing to the future strategic development of the service.

• Ensure all procurement activity complies with college financial regulations, delegated authorities, and relevant public procurement legislation.

• Provide clear advice and guidance to managers and staff on procurement policies, procedures, sourcing options, and best practice.

• Prepare cost estimates, obtain competitive pricing, and ensure appropriate documentation is maintained.

• Contribute to the development and application of procurement strategies, policies, standards, and frameworks.

• Carry out supplier due diligence and support effective contract and supplier relationship management across the College.

• Lead end‑to‑end high‑value or complex procurement exercises, ensuring robust evaluation, reporting, and supplier engagement.

• Maintain strong governance and risk controls, ensuring regulatory compliance and mitigating procurement‑related risks.

• Act as the procurement subject matter expert on college projects, ensuring procurement requirements are fully embedded.

• Manage tendering activity through the E‑tendering portal, including issuing ITTs, handling clarifications, evaluating returns, and completing due diligence checks.

• Maintain an accurate contract register and ensure evidence of appropriate tendering and selection criteria is recorded.

• Re‑tender substantial contracts in line with agreed schedules and procurement best practice.

• Provide training, support, and guidance to managers and staff to strengthen procurement capability across the organisation.

• Ensure compliance with the Construction Industry Scheme (CIS) for subcontractor payments.

• Maintain and monitor the procurement pipeline, ensuring timely initiation of competitive tender processes.

• Support the novation of contracts into the NCC Group and ensure

• all new supplier requests meet procurement requirements.

Who You Are:

• Excellent written and communication skills.

• CIPS qualified or proven experience in a similar role.

• Ability to work under pressure to meet strict deadlines.

• Strong experience in both Excel and Word IT skills.

• Experience working as a member of a team and effectively collaborating with colleagues.

• Understanding and commitment to Equality and Diversity and safeguarding, with practical ideas for implementation in this post.
