Bedford Borough Council encompasses the northern half of Bedfordshire and includes the main towns of Bedford and Kempton. Bedford Borough Council became a unitary authority in April 2009, alongside Central Bedfordshire whichcovers the rest of the county – formerly made up of Mid Bedfordshire and South Bedfordshire District Councils.

Bedford is made up of around 62,000 households and 153,000 citizens. Situated between Birmingham and London it has the advantage of close proximity to both the M1 and the A1, and has excellent transport links. Our location has attracted many major logistics companies to the area and ASDA (Wal-Mart), Fiji and Argos Direct have all chosen Bedford as their operational base. It is a significant growth area with plans underway to develop 19,000 new homes. It’s important that this growth is managed in a sustainable way, and that the infrastructure and local economy is strong enough to support the growing population.

There are 39,000 young people under the age of 20 in Bedford Borough. In the 0-15 age group, one in five of our young people live in families that are officially classed as living in poverty, in some of our areas this rises to almost two in three.

Educational attainment has risen over the last five years, however individual school achievement (pupils achieving 5 A* - C grades in GCSE – including English &Maths) varies from 20% to 70% in our schools. In 2009 around half of our 16 years olds left school with fewer than 5 GCSEs at A* - C grade (including English &Maths).

Our corporate plan outlines our determination to meet the twin challenges of making the Borough a better place to live, work and visit and of creating a first-class council. This will be delivered through strong and effective local partnership working, and clear accountability to our local community.

We have established eight priority areas for the Council:

• Economic Regeneration
• Environment & Climate Change
• Children & Young People
• Adult Health & Well-Being
• Safer Communities
• Inclusion & Cohesion
• Housing & Transport
• Organisational& Operational Effectiveness
