(Photograph) - ALARMED by the chaos that marked the school year as thousands of teachers awaited the Criminal Records Bureau’s all-clear, ministers backtracked this week. They announced that teachers could work in schools without a full vetting if they were not on List 99, the dossier of convicted or suspected child abusers.
