A blurry vision for education

There is a simple solution to the issue of 16-plus exam reform. Keep the GCSE but lift the ban on the exam we prohibit in this country but export to our economic competitors - the GCE O level. It is, effectively, the school leaving certificate in Singapore, whose education system is widely admired. Ahh... but the problem is that this would mean allowing a proper choice, would it not?
