Plans for a new Wales-only law placing legal responsibility on secondary schools to collaborate with colleges in 14-19 education were far too ambitious, teaching unions said this week. Union representatives told members of a cross-party Assembly committee that the learning and skills measure, which should become law by September 2009, should be delayed by as much as three years to coincide with funding reforms.
