A city council claims it could be sued by its own staff if it releases an independent report into its failure to manage adult education spending.
Leicester City Council refuses to publish the full report, which examines its handling of an education spending review that was aimed at saving Pounds 500,000 - but led to a pound;3.5 million overspend. Only a summary of the report has been released.
An internal investigation led to the suspension of education director Steven Andrews and lifelong learning chief John Crookes.
Mr Andrews resigned in September after agreeing a deal with the authority that no disciplinary action would be taken against him. Mr Crookes also left, with no action being taken.
Liberal Democrat council leader Roger Blackmore said publishing the full report “would both infringe individual rights and expose us and the city council taxpayer to potential, expensive litigation”.
The Leicester Mercury newspaper has lodged a complaint with the information commissioner.
