John Harwood has returned to local government after standing down as LSC head. He has been appointed chief executive of Cumbria county council, described as “weak” in a recent Audit Commission inspection.

Mr Harwood, who takes up his new post on March 1, was founding national chief executive of the LSC, which took over the funding of FE in 2001. He said: “I am looking forward to starting work in Cumbria. The council has done much in recent years of which it can be justifiably proud.”
