You report the deleterious effect of extended practising for tests, ultimately caused by the relationship between funding and performance In Lowe's 1862 revised code, funding was linked to attendance and to the exam results of each pupil in the 3Rs. The result was teaching concentrated upon grant-earning subjects at the expense of a wider curriculum, with undue pressure on learners and demoralisation of teachers. The approach failed.
