IT WAS reported last September that, of 2,688 Standard grade and Higher targets returned for the seven measures of exam performance, 22 per cent were reduced by more than 1 per cent from the provisional targets.

Of the 388 secondary schools making returns, 57 per cent reduced at least one target by more than 1 per cent.

The result is that the final targets agreed by the Education Minister’s action group on standards were below the provisional improvements sought in all seven measures.

The Scottish Office estimates only 13,200 pupils will achieve better qualifications each year if targets are achieved, compared with 16,500 as originally planned.
