Occupation of schools below the 60 per cent mark is not a sole determinant of a school’s viability, the Education Minister says. Peter Peacock told Richard Lochhead, SNP MSP for North East Scotland, that despite the 1995 report from the Accounts Commission on surplus capacity “at no time” had it been suggested that this particular figure should determine the viability of any school.
