Abuse files call

Local authorities have been ordered by Estelle Morris, the school standards minister, to give their private blacklists of teachers who have been accused of child abuse - but not convicted - to the Department for Education and Employment. The BBC2 programme Just One Chance said that 39 councils admitted having such files.
